UAE Federal Law No. 11 of 2015 sets the legal standards of fineness for gold jewellery: 24 karat (999, pure gold), 22 karat (916), 21 karat (875), 18 karat (750), 16 karat (666), 14 karat (583) and 12 karat (500). Under the same law, wrought articles may not be sold, offered for sale or held for sale unless they are stamped with the official hallmark or a foreign hallmark; an article too small to be hallmarked must be accompanied by an identification card. The supply or import of investment precious metals is zero-rated for UAE VAT: gold, silver and platinum of a purity of 99 percent or more, in a form tradeable in global bullion markets (Executive Regulation, Article 36). Since 26 February 2025, Cabinet Decision No. 127 of 2024 (replacing No. 25 of 2018) applies the reverse charge to supplies of gold, silver, palladium and platinum when, among other conditions, the recipient is registered for VAT in the UAE and intends to resell the goods or use them to produce or manufacture precious goods.
